BACKGROUND

The English Language Teaching Centre (ELTC) is an in-service English language teacher training institution under the Institute of Teacher Education, Ministry of Education Malaysia. Since its establishment in 2002, the ELTC has since strived to strengthen and support the aspirations of the government and the MoE primarily through enhancing, building, developing and sustaining the quality of English language education in Malaysia. ELTC has also steadfastly grown in providing professional development and continuous support to all in-service English language teachers in the country.

With due pride, ELTC is honoured to host the inaugural International Conference on English Language (ICEL) 2021 which aims to contribute to the future of English Language teaching and learning by bringing together leading scholars, academics, and researchers in the ELT field. The new normal and cross-border learning ethos has given impetus to ICEL 2021. It is specifically initiated to facilitate state-of-the-art discourses and solidify networking that is now shaping the direction of global English Language teaching and learning.

ICEL 2021 is also a platform which aspires to convey the efforts that have been taken to strengthen English language education as well as the impact of the implementation of English language programmes on the teaching and learning process in the classroom. It is an international conference organised by ELTC to provide opportunities for educators to share their ideas, best practices, and expertise on making the teaching and learning process to be more innovative, creative, and effective.


OBJECTIVES

  • To provide opportunities for educators to share knowledge, approaches, and expertise to facilitate the teaching and learning of English language.

  • To share best practices and innovations in English language education.

  • To enhance the culture of lifelong learning among educators to ensure quality English language education .

  • To enhance the culture of thinking outside the box in the world of education in line with the demands of the new norms of the educational landscape; and

  • To create networks and cooperation between educators from within and outside the country to preserve the excellence of English language education.


THEME

EMBRACING GLOBAL ELT TRENDS AND INNOVATIONS IN THE NEW NORMAL

English Language teaching has evolved massively during the COVID-19 pandemic. In this unprecedented time, ELT stakeholders and the community are forced to embrace the challenges and ameliorate real transformation in English Language teaching and learning. The new normal demands all ELT stakeholders and practitioners to come prepared with new ways of pivoting rapid shift in ELT teaching and learning. In this current scenario, it is crucial to embrace global trends and innovations in the new normal as well as to provide equity of learning experience albeit myriad challenges. In this current scenario, it is crucial for ELT stakeholders and practitioners to rethink the expectation, adaptation, and support as they navigate into the new ways of teaching and learning English. With this aim, this conference brings together education leaders from a range of settings and giving them the opportunity to share their experiences, challenges, learnings, and practices of during the pandemic and at the same time, giving them a platform to highlight key areas to consider when implementing high-quality remote and blended learning. We invite researchers, ELT stakeholders and classroom practitioners to share and reflect on all their ideas, innovation, resources, and best practices. To drive the transition in this new normal situation, this conference aims to forge collective and collaborative discourses within and beyond the ELT community.

KEYNOTE SPEAKER

PROF. EMERITUS TAN SRI DATO’ DZULKIFLI ABDUL RAZAK,

Dzulkifli Abdul Razak (or for short, Dzul) is currently the Rector of the International Islamic University Malaysia and he is also the immediate past president of the International Association of Universities (IAU). He is a Fellow of the Academy of Sciences Malaysia (FASc), the World Academy of Art and Science (FWAAS) and the World Academy of Islamic Management (FWAIM). In 2017, Dzul was conferred two prestigious awards, the Tokoh Akademik Negara (National Academic Laureate) and the Gilbert Medal. In 2018, he was conferred Professor Emeritus by USM. In 2019, he received an Honorary Doctorate of Dakwah and Islamic Management by Universiti Sains Islam Malaysia (USIM) and “The Order of the Rising Sun, Gold Rays with Neck Ribbon” from the Government of Japan.


PLENARY SPEAKERS

CHRISTOPHER GRAHAM

Christopher Graham holds a degree in Politics from Warwick university, Cambridge DELTA and is a Fellow of the Royal Society of Arts. He is an ELT consultant and writer and has worked in the field since 1981 in over 30 countries for the British Council, ministries of education and publishers. In 2020, his projects have included working on approaches to the digital provision of ELT during COVID-19 in fragile locations and delivering a large-scale professional development programme online for the British Council. He is one of the founders of ELT Footprint, a 2020 ELTon winner.

MANISH SHARMA

Manish Sharma is an innovator and entrepreneur who believes in power of AI and human thought leadership. As an out-of-the-box thinker, Manish has always challenged the status-quo during his 2 decades of corporate life, and helped organizations- big and small - to rethink strategy, beliefs,processes, and technologies.

ASSOC. PROF. DR. RAMESH NAIR

Ramesh Nair trained as an English language teacher, and taught English in both rural and urban secondary schools before joining the Academy of Language Studies, Universiti Teknologi MARA. He teaches undergraduate and postgraduate courses at the academy, and is also senior fellow at the university’s Accounting Research Institute.

DR. MOHAMED BIN ABU BAKAR

Dr. Mohamed bin Abu Bakar retired as the Deputy Director General of Education, Malaysia in Nov 2020. Prior to that, he was appointed to various senior management positions in Ministry of Education Malaysia. He has also served as a Governing Board Member of SEAMEO QITEP in Mathematics, PISA, SEAMEO RELC and an Education Consultant at the Ministry of Education, Oman. Currently, Dr. Mohamed sits on the board of evaluators for the Senior Management course (JUSA) at Institut Tadbiran Awan Negara (INTAN).
